
You have been working for several years and are considering a career change or a job evolution. A skills assessment seems appropriate, but you are unsure if you are eligible or how to finance it. The rules changed in 2026, and some new conditions may block a request even with a sufficient CPF balance.
Waiting period and CPF ceiling: the two rules that change everything in 2026
Before checking your status or seniority, start with these two recent criteria. They are now the primary filters for eligibility, and many candidates discover them too late.
Since decree n° 2026-126 of February 24, 2026, a five-year waiting period applies between two assessments funded by public funds. If a skills assessment has been covered by the CPF, an OPCO, France Travail, or a Region in the last five years, funding is denied. The remaining amount in your account does not matter.
Did you complete an assessment in 2023 via the CPF? The next public funding will only be possible starting in 2028. This rule aims to limit repetitive assessments without concrete follow-up.
The second change concerns the ceiling. The amount that can be mobilized from the CPF for a skills assessment is now capped at 1,600 euros, even if your balance is higher. Employee, job seeker, freelancer: who can access the skills assessment
Are you on a permanent contract, temporary contract, interim, or unemployed? The skills assessment is part of the actions contributing to skills development defined by article L.6313-1 of the Labor Code. Any active person can access it, but the funding modalities vary depending on your situation.
- Employees on a permanent contract can mobilize their CPF without a minimum seniority requirement for the skills assessment, provided they have a sufficient balance and respect the waiting period.
- Employees on a temporary contract have access to the CPF under the same conditions. The assessment can take place outside of working hours without requiring the employer’s agreement.
- Job seekers registered with France Travail retain their CPF rights acquired during their periods of activity. France Travail can also offer additional funding as part of a return-to-work project.
- Freelancers contribute to their CPF and can use it for an assessment, subject to the ceiling and waiting period.
The skills assessment can also be funded as part of the employer’s skills development plan. In this case, the employee’s agreement remains mandatory: the employer cannot impose an assessment without written consent.
The three phases of the assessment and what they imply for your eligibility

Investigation phase: building the professional project
This is the core of the work. You explore your skills, motivations, and aptitudes. The total duration of the assessment cannot exceed 24 hours, spread over several weeks. A provider offering a longer format is outside the regulatory framework.
Conclusion phase: the summary document
A summary document is provided to you. It remains your exclusive property. The provider cannot transmit it to anyone without your consent, including your employer who funded the service.
If any of these three phases are missing from the provider’s offer, the service is not eligible for the CPF. This is a concrete checkpoint to verify the seriousness of an organization before committing.

Check the provider’s eligibility before validating your file
Your own eligibility is not enough. The provider must meet specific conditions for the funding to be accepted on Mon Compte Formation.
- They must be certified Qualiopi, the mandatory quality certification for training organizations wishing to access public and pooled funds.
- Their offer submitted on the EDOF platform (Space for Training Organizations) must comply with the formal requirements defined by the Caisse des dépôts et consignations: description of the three phases, compliant duration, coherent pricing.
- They cannot subcontract the skills assessment. The provider conducting the assessment is the one who signed the agreement with you.
An organization offering a “skills assessment” without Qualiopi, or announcing a fully automated remote service without individual interviews, does not meet the criteria. In this case, even if you are personally eligible, CPF funding will be denied.
